I should have checked Google before writing to the group. I found the answer.
Settings - General - Restrictions Safari must be turned on, somehow it was turned off.
The issue is now resolved.

I noticed that after the last update to 10.2.1 that Safari is no longer on my iPad mini. It does not show up when doing a search on the iPad or when connected to iTunes on my iMac.
Is this something that Apple did or is it a fluke? I was under the impression that it was one of those apps that could not be deleted. I do use it and would not delete it intentionally.
I did a reboot holding down the power button and the home button. No change.
Also, Safari does not show up in the app store under iPad apps when doing a search using my iPad or within iTunes on my iMac.
