Force quit the offending app (consider uninstalling it). Go to SETTINGS >GENERAL >RESET >RESET NETWORK SETTINGS. 

Your device will appear to reset as in a "hard reset"

When it comes back you will need to re-enter your wifi passwords again, otherwise your data will be intact. If you did uninstall the problem app, try downloading it fresh from the App Store now.

my nagging iphone6s battery-drain problem (down to 1 percent again this morning) may be connected to an app that apparently never stops running...it's an nbc app that, for whatever reason, always is in "waiting" status, as though it's trying to fully load but cannot do so...when i try the "wiggle and delete" function it will not delete!...suggestions?
