The only "Apps Purchased" section I am aware of on an iPad is within the App Store app.
It is a list, only a list — of the apps you've purchased.
Since you cannot "un-purchase" them, they will always be there.
Why is that a problem?
You can set that section to show only purchased apps that are ON that device.
