I would estimate that it is a quite small fraction of folks with tattoos that have one in position to block the watch, and more specifically one with an "offending" ink in that location.

I agree that it would be reasonable for in-store workers to educate in-store customers with regard to tattoos on the wrist(s). But so far, Apple Watch sales have been online, and some buyers haven't even seen one, tried one on, or been seen in a store, as a possible watch buyer.

Making LEDs that shine through opaque pigments, and sensors that sense light through opaque pigments … was simply not on their menu of options.
