The hotspot feature on my iPad has never had a problem connecting to anything via WiFi or Bluetooth and that includes mobile devices.

Neither wifi nor Bluetooth of Apple devices will work with any other mobile device  Agree, but this is a software, intentional restriction on access,  not due to wifi or BT
