Does iMessage app run normally, no errors, no crashes, but it doesnt reciove any messages? Is it text or imessage that it doesnt recieve? If you send a text and iMessage are both recieved?

Check Settings - Messages to ensure its turned on, and then check the Send and Recieve settings with your iPhone

I got an iPad 4 with 8.3 i don't know if it a 8.3 glitch that cause message app to stop working it still work on my iPhone 5s,if not does somebody know how to fix the problem

Which model iPad?
I read Mail every day with 8.3 on my 4th-gen iPad with nary a freeze.
