You can have a dock in OS X, and you can pin your oft used apps to the task bar in Windows to get the same result. While the dock takes up space, the task bar takes up less space, although you can set both to hide, so this function is the same  as OS X, but less pretty.

To access all apps in OS X how do you do that with no lag? Click Finder and click Applications. In Windows Click Start button, click All Programs. Same result. Ones less click in OS X as the apps are there, i Windows some apps are there some are in a folder. Again less pretty in Windows, but overall the access in both is very similar

I still find the start menu odd. Why all programs is a submenu with a lag is GRR to me. But I suppose it would be much much better if I could choose the dozen apps at the main level :)
