History.  Continuity.  They tried to drop it with Windows 8, I think, but evidently they did a poor job, so they had to bring it back.

I still find the start menu odd. Why all programs is a submenu with a lag is GRR to me. But I suppose it would be much much better if I could choose the dozen apps at the main level :)
