What keyboard are you allowing full access and then canceling?

Often on my iPad 2, the keyboard does not appear when it is supposed to. Someone suggested it might be trying to connect to a Bluetooth keyboard, but turning off Bluetooth doesn't help. Generally I have to turn off the iPad to get it back. Sometimes if I go into settings and keyboard I can do something like allow full access and then cancel it, and it will then work. This started well before ios 8 and continues through the update. Any ideas? It's really annoying.
