Waiting until next fall would seem likely to be extremely aggravating in your present circumstance.
If your new iPad is new enough, return for exchange SHOULD be totally painless.
Since you were used to a 32 GB device, a new 64 GB model should be pretty comfortable. If you are seriously considering putting a few full-length movies on it, plus hundreds of relatively high-resolution photos, then you would think about the 128 ($100 more than the 64, $200 more than the 16). But if they have a 64 in the shop, but no 128, get the 64 when you are there.
For what it's worth, my local Apple Store has both sizes in stock.
