I see how it works now. The credit cards that you set up in passbook iPad settings are used for purchases on the web.
When you want to make a purchase at the iPad store or at any store who accepts Apple Pay you just add your item to your cart touch check out and all of your information is put in including your delivery address and you touch Apple pay and it's done. It's like one click at Amazon except that it will work anywhere on the web and any shop that has Apple pay. The card that is used is the card that you have in the forefront and your iPad settings.
