While not outspending Samsung apple still spends a lot on advertising.

I really dont think Apple neds to do a lot. It still is a brand known for quality, what has chnaged is that these days, there are other phones/tablets, that while not as good in terms of hardware quality, the top tier are still very good.
1. Match the current phone sizes, 4 and 4.8 does that, and easy fix, that Apple is proven in, re iPad and iPad Mini
2. Catchup some still missing smartphone features that exist elsewhere, iOS6 did a bit of that as did iOS7.
3. Apple TV, market that to the masses, and add apps
4. With the iPhone also available in the larger size, and OS more current, market it! It doesnt have to be the biggest or cheapest or most up to date as long as it is near enough, MARKET IT. ADVERTISE IT Samsung may market on "more stuff than an iPhone, 300 features etc (most of whuich are dumb features for features sake" but market the iPhone as the bees knees, get the public to aspire to an iPhone, because, well it is an iPhone. I feel that with the minimal marketing, the presence of other more than capable brands (Samsung, HTC) that there is natural dilution, but the stock market percieves that they are not in touch with todays market. Points above fix that. No need to market to sell the iPhone, stay a little niche, and market the iPhone as the phone that you should aspitre to own one day. And off course throw in the benefits of a controlled, managed closed ecosystem where everything Apple plays well, and the 900,000 apps for everyone
Just my thoughts where I feel Apple can get back on track and still stay different and better than everyone else

Unfortunately investors have proven time and again that they care
nothing about quality, they care nothing about customer loyalty except
as it helps to bolster a companies' stock.
All they care about is doing whatever it takes to keep the stock value
high -- which often means keeping the payroll down, keeping the
workforce numbers down, and diluting (and polluting) a company's products.
So the "apple is a niche company" concept may have to go in an effort to
keep attracting new investors, which is what's needed to keep stock
prices above the market average.
And "pride in product" may have to give way to "pride in profit" -- a
surefire way to ruin the magic that has been Apple for so many years.
