There are official BLS definitions for unemployed, employed, not in labor
force etc as well as info on how the data are collected.

It has been said that unemployment numbers are based on how many are on
unemployment, so if people's unemployment runs out, they aren't counted. It
has also been said some have just given up looking for work. Therefore those
people aren't counted either although they'd like a job.
