I happen to work at a library and happen to order eBooks.
There is one publisher that limits the number of downloads on an eBook which is 26 for Harper Collin titles. eBooks might be the same price as print or sometimes slightly higher or lower. What libraries have to pay is a "platform" fee for the eBooks to be housed and the web page to be updated. Most suppliers charge this and it can range up to $25,000 a year so this does add to the expense of eBooks. There are some new vendors coming down the road that say they will not charge the platform fee - but one is going to increase the price of the books.
I think your library has the challenge of being small and they probably do not get enough funding to support eBooks. I don't think the library should pay more for books then public - I know it is a small system but I have not heard of this myself.

I can read it on the Nook but the formatting is terrible! It sometimes puts the last letter of a word on the next line. The Nook is too narrow for a full line to fit on a page. I guess I'll just give up on that book. I haven't used Calibre yet and by the time I figure out how to, my lending period will be over.Thanks for trying to help.

Your library should be able to tell you which app will run your book. At least I hope it works that way. I live in a small town. We're still waiting for our library to offer ebooks. The local librarians tell me the publishing houses charge libraries the same amount for ebooks as they do for hard copies yet limit the number of times ebooks can be lent. So a popular title could cost them double in ebook format in the long run.
I was also unpleasantly surprised to hear that libraries pay MUCH more for books than the public does. (If there is a librarian in our group who knows I'm wrong, please tell me!)
