The application form I got says $35, & I'm not clear if that's one-time or
annual. I'm also not clear on whether non-local over-65s can also get free
cards. Something I would ask about if I got as far as wanting to join.

You might look up the Philadelphia Library. Membership fee is $25, IIRC.
Pretty good selection and the Overdrive app works flawlessly.
