It's not a setting. It's a code change. Yet easiest way to do it is to download the tweak off of Cydia

If you change the UIDeviceFamily to 2 for iPhone on the Facebook app you get an iPad version! http://t.co/wlCgGJthttp://t.co/CUwYS3R
