i am not certain 100% of all apps use 0% cpu but that's the concept involved in apple's implementation of multitasking: fast app switching. on apple's os x, one can have dozens of apps open for weeks or months and the cpu intelligently pauses, writes to disk, manages multiple cores, all for the app.
