Try tapping the "more...." Just to the right of the To field.  I would also try quitting mail & rebooting your iPad.

The picture is the way mail now comes in my inbox. I used to have a trash can icon in the upper right corner, along with a choice to forward email or place in a folder but those icons are missing. Any ides on how to get them back?
