Not quite.
Under iOS 7, perform a 4-finger upward swipe to reveal the multitasking bar, then slide along to get to the app you want to close.
Swipe upward on the (larger) snapshot of the app, NOT on the small icon of the app at the bottom.
You can also get to the multitasking bar by double-clicking the Home button.
