I think that's because frequently the author him/herself didn't
understand the back-story well enough, and having written the original
book, they feel the need to figure out the back-story better so they can
then proceed to the second book in the series.
But once they finalize the back-story, they figure that if it helped
them, it might help their readers so they can feel better prepared for
the rest of the series, and thus more likely to continue to buy their books.
And then other times I think that possibly the authors and their
publishers get letters from readers expressing frustration over having
felt lost in the first book, so the publishers tell them to write a
prequel so that there won't be any more complaints and there will be
many more sales.
