The apps are with the Apple ID.
You cant sign in with your Apple ID on your wifes phone. (As in sign in and out at will). You can set it up with your Apple ID though. If you do, apps added to one phone are available to the other, when syncing with iTunes. You can make that automatic or manual. Or you could download an app on her phone that you already downloaded on yours, if its a pay app, it will be free.

Do the apps you download on an iPhone stay with the iPhone or the Apple ID? In other words, if I sign on my wife's iPhone with my Apple ID, will it bring in the apps I have on my iPhone or leave the apps she has on her iPhone?
