I wonder if this was fixed.  It seems like I used to have trouble getting the page to slide over in some cases as you describe, but when I tried it yesterday to help out Isabel, it worked whether the next screen was full or not.  Maybe one of the recent iOS updates took care of it?

It will move to the next screen only if that next screen has space
available -- if that screen is full of icons, there's no place for the
one you're moving to go, so it won't move like the book says.

Regarding using the tray at the bottom of the screen, you can keep the
icons jiggling as you change screens to where you want to move the icon,
then just drag it out of the tray and when you've finished moving all
the icons you want to move, then hit the Home button and everything will
stop jiggling.
