Maybe you want a kid to have an iPhone but not watch adult iTunes content or maybe work iPhones shouldn't access the App Store or safari.  Bunch of use case scenarios. 

For instance. 
I use it to hide the iTunes Radio thing Apple Music connect.

     Speaking of Restrictions, I'd never noticed that column of Restrictions under Settings->General->Restrictions before this thread. What do all those selections do other than Safari, just hide the particular app from view? Without deleting it? Is it merely to reduce clutter on your iPad?
