AT&T charges extra to use an iPhone as a hotspot. Verizon gives that to their customers at no extra charge. It seems that the iPhone is trying to do something that AT&T doesn't allow. It's confusing.
Hm. Is that new? I don't remember a charge.
Originally ATT sold iPhones with an unlimited data agreement.
Eventually they allowed users to create a hot-spot, but ONLY if they switched from the unlimited to a measured data plan — some had "x" GB, no hotspot, others had "y" GB, with hotspot.
