Why free wifi? Who pays for the IT gear. Who pays for the bandwidth. Who pays for the IT support to fix problems.
Everyone wants everything for free
Many hotels have free wifi, the cost is built into their costings. The telco I work for provides free wifi at every payphone box in the country, 1GB per day, or $9-95 monthly for those that do not use our network. Many councils provide free wifi in the CBD to promote business, quality of life for the city dwellers.
It is often free, but we should not expect everything to be free
In NZ there has never been a tethering cost. You buy a mobile phone plan with X GB, you do what you want with it.

Isn't that a bummer? Wifi should be free.
