I can't say I know much about security. I have an iPhone 4 with iOS 6.1.2 and an iPad 4 with 6.1.3. For the moment, I actually prefer the graphics of iOS 6 to 7, which is available for both. Are there any current security concerns that would argue strongly to upgrade to iOS 7 on either device?

In general, whenever Apple issues a security update for the latest version, be it iOS or MacOS, they also issue a comparable security update for the previous version.
This is usually the limit — iOS 7 update, and also iOS 6, but NOT iOS 5.
