I've changed no settings in iTunes; it just stopped synching apps. I've
uninstalled iTunes, gone back and downloaded itunesetup at itunes.com
and re-installed... with the same results.

Can someone offer some advice/guidance on how to correct this?

Eric,

In iTunes, with your iPhone or your iPad (or both) connected to iTunes, select one of the devices. Near the top of the window, select Apps. In the next window, you should see a list of the apps installed on that devices. You can choose how the list is displayed, by name, kind, category, date, or size. Scroll down that list to an app for which you've downloaded an update. On the right hand side of that list, click on update. When you have selected all of the updates you want installed, click on "Sync" in the lower right hand corner of the window. 

That should solve your problem.
