Yeah, that's pretty much how I've felt about that feature.  *Running*, yes - that's useful.

I do use that line of recently-run apps to return to something - pop the stack.  It's annoying, though, not knowing where the line is - where live apps end and dead apps begin.

BTW, does it seem to anyone besides me that the scrolling motion of those apps is rougher, less smooth after 7.0.1 (or whatever the don't-make-them-seasick update number was)?

It means that the app was recently used.   Tapping the minus sign assures that it is completely closed, but remains on your device to be opened again when you choose.

ok y'all...here is a screenshot of what happens when i display the multitask bar and get the apps with the minus sign within a red circle...does this mean each one of these apps is running?
