No, it means that each one has been recently run. By recently, iOS
actually means "since you last cleared this recently used apps list."
I imagine the Clock app is running, but it's impossible to know just by
looking at that list whether a particular app is actively running and
using up battery power or not.
Just tap all the minus signs and clear the entire list -- you don't lose
anything by doing that other than the ability to open up that list and
tap on an app you've recently used without having to navigate to
whatever home screen you have that app's icon located on.
