Sorry, Jim, my post was misleading. They never promised to replace for loss or theft, only non-functioning or damage, including screen breakage. I'm not sure about water damage, sorry. And, if I recall correctly, the cost to replace a device now is $79 plus tax, for up to two instances.
And this is the only AppleCare now available, according to what I was told.

You were told wrong.
It *IS* an insurance plan, but it doesn't cover theft or other complete loss (you could get a private insurance plan that did, but not for $99).
And there IS that deductible/co-pay for repair after abuse (physical breakage or water damage).
It is only when the problem is inherent in the product that there's no deductible on the repair or replacement (like very short battery life, serious overheating, permanent loss of connectivity, etc.).
