1. No, time-lapse photography does NOT require a stationary camera.
2. I've done time-lapse using the iMotion App on my iPhone, mounted in the middle of the dashboard on the TomTom Car Kit. It is below *my* line-of-sight for anything beyond the windshield wipers (i.e., I can still fully see the road), but the *camera* can still see out the windshield fine.
But that's an iPhone, not the rather larger iPad.
