I'm late to the conversation but yes, my iPad 4 mini is compatible. I'm guessing the regular iPad 4 is compatible too. I run the public betas.

Both my phone and iPad are running iOS 10.2.1. My iPhone 6s says I can install iOS 10.3, but my iPad 4 says (so far) I'm up to date with 10.2.1. Sometimes the iPad Software Update is slow to notice an upgrade available. Is iPad 4 eligible for 10.3?
