should I ever need to use a hotspot, I will be following to learn how to add a passcode to the hot spot.

Odd thing tonight. A simplified description follows.
My wife and I have iPhone 6 Pluses. I booted both phones. On my phone, I saw that her personal hotspot was advertised. I checked her phone and found that her personal hotspot was turned off. On my phone, I tapped on the icon for her hotspot and was connected, no password required. Going back to her phone, I found that her hotspot was now turned on.
Restating: her phone's hotspot was turned off, but my phone saw it advertised. When I tapped the hotspot icon on my phone, her hotspot was turned on and I connected to it.
Can anyone explain this? Is it a feature or a bug or a malfunction?
