Jan, at least one of these two cases may apply:

1)  I happened to read about probably your case on a website in Dutch: <http://www.icreatemagazine.nl/workshop/itip-schakel-de-nieuwe-ontgrendeling-van-ios-10-uit/>.
So a new step has been introduced with iOS 10 to balance the speed of iPhone 6s and newer, but it can be switched off:
Settings > General > Accessibility > Home Button > Rest Finger to Open.

2)  Touch ID sensors may be really sensitive. Unlocking my iPhone 6 has always been far snappier than unlocking its competitor Galaxy S6. This summer I have found myself entering passcodes on these devices and on my iPad Air 2 far more often, apparently due to sweat changing the electric properties of my fingerprints.

(And there may be more cases and causes.)

What is it that I am not understanding about Touch ID on iOS 10 to unlock my iPad?  I have the passcode turned on.  I touch the home button to unlock and about half the time it still asks for my passcode.  Does my fingerprint not work any more for that function or am I missing something.  It is annoying to have it ask for my passcode when before I could just use my fingerprint.  Confused in NM (could be my age --- 83).
