I would not expect that to be normal. I work with routers everyday and a blinking red/orange light usually indicates a speed/duplex mismatch or a bad cable. Meaning if the port is set to 100MB and you plug in something set to 10MB then they won't usually sync up. Usually the content won't play either so very strange.
Would you mind sharing who makes this modem?

Yep. Did that just now. Connected cable to modem/router, then connected other end to ATV and restarted ATV and played a movie. While movie was playing, the modem/router light on the port to which to cable was connected was blinking red/orange about twice a second. The other light - usually green - was dark. Movie played fine. (The ATV response seemed sluggish, but since I very seldom watch TV (it's my wife's thing), I don't know that that's not normal.)
