When your iPad is connected to your computer for syncing (I use an iMac), click on the iPad name in the sidebar under Devices. That will take you to a summary page. You will see a variety of tabs across the top of the page. Click on the Apps tab & you can rearrange your icons & pages from there. Be sure to click the Apply button on the bottom right corner when you have things set up to your liking.
