Re: [iPad] 12.9 or 10.5

I agree with the suggestion to use off-line maps for navigation, in order to minimize cellular traffic.

However, in the first place I need Google Maps for navigation on my bicycle (as there are many dedicated bike roads in these parts, as well as motorways closed to bikes), and in the second place these vector maps hardly need refreshing (once you know how to handle them). I know, because I had to avoid roaming until recently. I also use off-line MAPS.ME.

In fact, I tend to have three devices with me on a day's cycling trip: one phone (no SIM card needed!) for mere tracking (using Road Bike Pro), one phone for navigation and connectivity, and an iPad for additional tasks, like considering a detour, or playing solitaire on the train back.
I have found my Android telephones unable to last in either task. My iOS devices do manage, but maybe thanks to my minding.
Even with GPS, Bluetooth and wifi switched off, my least Android device (Nexus 5) sometimes fails being standby from 9 to 5. (I'm not on social media!)

GPS does, but probably not as much as continually connecting by cellular data to download maps as you go along.

Consider an app that includes, or lets you choose, which maps to download, and do the (possibly multi-gigabyte) map download ONCE. You could the leave cellular data (at least for the mapping app) turned off.
