What I am achieving is, if possible, letting my Mom type with EXACTLY the same keyboard she is already using on her Win desktop and iPad. Not sure if it will work (like it works on my Android tablets) but if it does once I tackle the Bluetooth issue great, if not I will use a large key Bluetooth keyboard similar to:

But of course when one's health is failing and has been for 2 decades (they gave her 6 months to live over 15 years ago) every little bit helps and identical is better than similar.

If the bluetooth receiver to USB solves it great. If not I will find a Bluetooth keyboard as close to this Azio one I can, and if I like it may get 2 with one for Win desktop and gift her existing Avio keyboard to a friend who needs an over sized big label keyboard for an elderly parent.
Hopefully this helps you understand what I was after in seeking a "Bluetooth receiver to USB" device. Once I know what keyboard I will use I can finish designing the custom desk/bed tray we will custom build for her 12.9, keyboard, pen and the kind of things she might want handy while computing with it.

I'm not quite sure I understand what you're after, but if you're thinking of using the keyboard with both Windows and iPads you might have a look at the Logitech K480, which handles both – as well as Windows and iPhones. It unfortunately doesn't have a numeric pad like the Azio, but I get around that with an Apple bluetooth numeric keypad.
My experience with it over the last several months has been quite satisfactory. I bought it to have the Ins(ert), forward delete and other Windows-specific keys easily available. I don't, in fact, use it on my Windows computer, though I'm sure I could, but rather on the Windows I run as a virtual machine on one of the iMacs. Works fine.
I have also tried it with the iPad and iPhone – again quite satisfactory.

This way she can use same keyboard she uses in Windows. This is easier than
n screen keyboard for her given her Parkinsons and the fact she uses same
keyboard with Windows.
I did not find a Bluetooth receiver that can be used with a USB keyboard,
does anyone know of any?
I am building a special table/tray for her so she can text the relatives
and grand kids and nieces and nephews and their kids.
Believe it or not the iPad 10" is a little small for her eyes and hands
with her Parkinson's (over 15 years very advanced).
