You can control them I do not know where the setting is and I was 10 but in iOS 9 you could stop them

So does this mean I no control over the sound. I darn jumped out of my skin today when an Amber alert came in. Thank god I wasn't driving. If I could turn the sound down I wouldn't have to miss alerts,
