In my iOS 9 I can certainly copy and paste and cut in the standard mail app.
Are you talking about Verizon's email app? Or mail app? Because on the standard apple mail app mine does all that.
Maybe someone with Verizon mail app can help.

I handle email at mail.verizon.com (didn't like Mail). Two problems:(1) In iOS 7 when I replied to a message I could highlight text, then it would offer options "Cut," "Copy," etc. In iOS 9 it does not do this. How can I cut or copy a block of text?(2) The message is a window within the Verizon window. In iOS 7 I could expand the message window (with two fingers) and scroll a long message up or down. I have used Macs etc. for more than 30 years. One thing I liked at the beginning was how intuitive they were. I don't remember having as much trouble with new OSs or software versions as I do now.
