You can go to Settings>General>Reset>Erase All Content and Settings. This will revert the iPad to blank and your niece can then set this device up to her liking and update the software. If she uses your iTunes and iCloud accounts, she would have access to all of your information. A better choice might be Family Sharing which is explained here:
