I see it differently. The user experience of an older device that cannot smoothly handle the demands of the newer operating system would be degraded and iOS devices are all about smooth user experience. Just listen to the howls of people when an upgrade makes their device slow. Imagine the howls if they didn't have the older device thresholds they do
