It might be like Hire Purchase. Im not sure what you guys call it, time payment, etc. Under Hire Purchase terms you are merely the hirer, it is not your product. When you make the last payment, or in this case the balloon payment, it is yours. Just legal jargon. Maybe leasing gives the perception of being a better deal, marketing.

I know specifically with sprint and Verizon YOU ARE LEASING IT. You agree to return it when the contract is over UNLESS you specifically pay the balloon at then end. Sprints program is even called LEASING. Verizon when I spoke with my brother who is the manager of a 900 person Verizon call center said theirs was a lease too. Maybe sprint called it a lease and taught us to explain how leasing works was lying.  But I HIGHLY doubt it.

No, in most cases, according to the contract you agree to: you ARE buying it.
