Call me crazy, but wouldn't being able to block video be far more useful to law breakers than police? Imagine how welcome such a feature would be to burglars, muggers, gangbangers (of all races, religions and creeds) etc. deciding to rob, take out the opposition, etc. to be able to blind surveillance cameras in and around stores, bars, offices, etc. as well as cell phones so they could conduct business without the possibility of being recorded? Bet there would be a heck of a big market for such a "feature."
Maybe those folks are who Samsung had in mind as their market? (Tongue firmly planted in cheek.) The perps wouldn't even have to carry around a separate device to insure their anonymity.
