I purchase plenty of apps on my ipad or iphone.  I only sync with my computer once every week or two.  But you are right, I don't think that you can upgrade without a computer.

But to answer your question, I think you need a CPU to upgrade the OS & to purchase apps. Of course she can go to a free wireless location (star bucks, public library, etc) and purchase apps online.  Can you provide call in support?
