I have most of my data files in the cloud (actually several clouds, free and paid). There I can organize them as I want, and moreover have them available to all my devices (across platforms).
- I find Dropbox great for its integration, but OneDrive may have caught up (at least with my Office 365 subscription).

One of my iPads is my default device at all. (I resort to a Windows device for two obsolete applications and for one aspect of file management.)
- I could use the iPad to control my flatbed scanner over wifi, but I haven't done so lately.

So I would create a PDF from scanning, store it in the cloud, mail it as an attachment. Likely all from my iPad.
- Do enable all appropriate links in Export menus (and Locations in Files).
- My approach uses third-party apps. I'm inclined to use apps by Readdle.
