Just so I get this straight:
You plug a 400 watt inverter into a circuit whose fuse will blow if more than 120-180 watts is drawn from it (cigarette lighter circuits are fused for 10 or 15 amps)?

It doesn't produce 400 watts from a cig lighter.  Only when connected directly to a 12 volt battery.
