I’ve got touch on my Pixel Chromebook and use it all the time for scrolling the screen and such, much handier than using the trackpad imo. Frankly to add minimal touch-ability to OS X wouldn’t add much to the code at all.

Agreed. Yea gorilla arm would be a problem. I think it's the wrong way to go. But, that said, it's possible.

There is nothing in MacOS X that deals with touch/screen sensing.
Adding that would bloat the operating system, for a tiny fraction of users that would ask for it, many of whom would quickly discover that they don’t like reaching up and out to tap
