I ran up against that tonight. Wanted to save a web page as a PDF so I could annotate it. Tapped on "save as PDF". Safari displayed the PDF, with an option to save it. Chose that option, and selected a PDF app as the target. Looked later - wasn't there.
I suspect iOS 11 is still fairly buggy. Another iOS 11 feature malfunctioned tonight. Took a reboot to clear it. Apple seem not to mind putting out conspicuously buggy products. I suppose they rationalize that they've got a lot of customer good will to protect them, and that's probably true. Pity.
