You must put the os on the same version as your backup in order to be able to restore. ( it historically was this way). When I got my 10.5 Pro, I just plugged it into the charger and restored it from my backup. The system will tell you if the upgrade to iOS 11 is available. Otherwise, it may already be installed on the new unit.
